Lead Replacement Program
Protecting drinking water from lead sources is the shared responsibility of Virginia Beach Public Utilities and the property owner.
Attention Customers: Delays in our meter reading schedule have resulted in bills that include more days of service than usual. With more days of service, customers’ bills will be higher than usual.

The public side of the water service line is from the water main up to and including the water meter and is the responsibility of Virginia Beach Public Utilities. If lead materials are found in a public water service line, Virginia Beach Public Utilities will take action to replace the service line.
Impacted residents will receive notification, information on minimizing potential exposure to lead, and a water pitcher filter that is certified to remove lead. Virginia Beach Public Utilities will also determine the material of the private side of the service line.
The private side of the water service line is from the water meter to the dwelling/building and is the responsibility of the property owner. Financial assistance may be available to property owners for private lead water service line replacement through the Lead Elimination Assistance Program (LEAP).
If Virginia Beach Public Utilities has not already identified and replaced its portion of the lead service line, this will be done if you provide notice of intent to replace the private portion of the lead service line.
If you have a verified lead water service line serving your property, contact Virginia Beach Public Utilities at 757-385-4160 to inquire about available funding for lead water service line replacement.
