Public Utilities’ Utility Connection Office is located at 2875 Sabre Street, Suite 250. After scheduling an appointment, utility connection fees can be paid by mail or via the white drop-box in front of this location.

This office handles newly-constructed or renovated properties connecting to water and sewer lines for the first time. This office does not handle routine requests to start, stop, or transfer service.

All customers are required to email a completed AWWA Calculation Form to PULineFees@vbgov.com prior to their appointment in order to determine the proper water meter size for the property. If the capacity of the current water meter does not allow for the proposed additional plumbing fixtures, a larger water meter must be installed and associated fees must be paid.

The Water and Sewer Line Connection Fee Exemption Program provides property owners who are either 65 years of age or older, disabled, or financially disadvantaged with a reduction or complete exemption of their water and sewer line fees.

Businesses needing to access water from a public fire hydrant can request a portable hydrant meter from Virginia Beach Public Utilities. The portable hydrant meter will ensure that companies are charged correctly for the water used.

City Code Sec. 37-22 prohibits the use of fire hydrants except by the Fire department, Public Utilities personnel, and authorized persons.
