This office does NOT handle routine requests to start, stop, or transfer service.
Customer requests for processing utility connection fees (for new and renovated properties connecting to city water/sewer for the first time) are by appointment only. To schedule an appointment, please call 757-385-4636 or email PULineFees@vbgov.com.

The Water and Sewer Line Connection Fee Exemption Program provides property owners who are either 65 years of age or older, disabled, or financially disadvantaged with a reduction or complete exemption of their water and sewer line fees.
To qualify for a reduction or exemption, you must meet the following program guidelines:

Businesses needing to access water from a public fire hydrant can request a portable hydrant meter from Virginia Beach Public Utilities. The portable hydrant meter will ensure that companies are charged correctly for the water used.
To request a portable hydrant meter, please email VBHydrantMeters@vbgov.com or call 757-385-2124. Approval is at the discretion of Virginia Beach Public Utilities.
City Code Sec. 37-22 prohibits the use of fire hydrants except by the Fire Department, Public Utilities personnel, and authorized persons.
