Virginia Beach Public Utilities’ Online Backflow Test Submittal Program - SwiftComply

Virginia Beach Public Utilities has moved to a new online system, SwiftComply, for entering backflow prevention device test data. Test forms are no longer distributed by Public Utilities.

Customers can use the SwiftComply system to:

  • Request an admin account.
  • Request individual tester accounts. (Testers need their own email address to register.)
  • Submit testing certifications and test kit information.
  • View frequently asked questions.

It is the customer's responsibility to ensure the testing is performed annually by a certified backflow prevention device worker and to submit the completed test form demonstrating a passed inspection to Virginia Beach Public Utilities.

Customers should keep a copy of their completed test form for their records. A “Download Report” button will be available after the test is submitted in the SwiftComply system and accepted by Virginia Beach Public Utilities.

Tips for testers for submitting backflow tests in SwiftComply

  • Search by serial number first. Only search by location address if the serial number is not found.
  • When searching by location address:
    • “Location Name” and “Location Address” should match (i.e. both are the address)
    • Do not include street type/street suffix (Road/Rd, Street/St, Parkway/Pkwy, etc.). For example, 2403 Courthouse Drive should be entered as 2403 Courthouse.
    • There may be more than one location with the same address. If so, click on an address and a list of devices will show after searching. Please find the correct one and add contact information and the suite or unit number.
  • If a backflow device has been replaced, submit the failing backflow test form for the replaced device. When you submit new data for the same location, please include a note that the device was replaced and include the old serial number.
  • If an error is made on the test form, please email backflow@vbgov.com with the serial number or location address. The test will likely be set back to “In Progress” so you can fix the error and resubmit.
